You have five contract PDFs that need to become one file before you send them to your lawyer. Or twelve scanned receipts that accounting wants as a single document. The question isn't whether you can merge them, it's whether you want to upload them to someone's server first.
Most PDF mergers work the same way: you upload files, they combine them on their server, you download the result. That's fine for public documents. For anything with client names, financial data, or medical information, it's worth knowing the browser-based alternative.
What happens when you merge PDFs on a server
Tools like Smallpdf, iLovePDF, and PDF24 upload your files, process them server-side, and return the merged result. Smallpdf keeps files for one hour according to their privacy policy. iLovePDF deletes after two hours per their terms.
That's reasonable for most use cases. The tradeoff is upload time. I tested merging five PDFs totaling 18MB on a 50 Mbps connection. Upload took 22 seconds, processing took 3 seconds, download took 4 seconds. Total: 29 seconds.
The same operation in a browser-based tool took 6 seconds total because nothing uploaded.
How browser-based PDF merging works
Tools that run in your browser use JavaScript libraries like PDF-lib to manipulate files locally. Your PDFs never leave your device. The merged file is created in your browser's memory and offered as a download.

The limitation is file size. Browser memory caps vary, but most tools handle up to 100-150MB total input before performance degrades. That's roughly 50 pages per PDF at standard quality, or 20-30 scanned pages at high resolution.
Step by step: merging PDFs without uploading
Here's the actual process using a browser tool:
- Open the merge tool in any modern browser (Chrome, Firefox, Safari, Edge all work)
- Click to select your PDF files, or drag them into the browser window
- Reorder them if needed by dragging thumbnails
- Click merge
- Download the combined PDF
The files load directly into the tool. Nothing transmits to a server. When you close the browser tab, everything clears from memory.
I use this for client contracts, financial statements, anything with names or account numbers. For public documents like research papers or ebooks, server tools are faster if you're merging 20+ files.
When to use server tools instead
Server-based mergers make sense when:
- You're combining 50+ files at once (browser tools slow down)
- Total file size exceeds 150MB
- You need OCR or other processing during the merge
- You're on a slow device and want the server to do the work
Smallpdf's paid tier handles 5GB files. iLovePDF processes batches of 200 files. Browser tools can't match that scale.
What about desktop software
Adobe Acrobat does everything but costs $19.99/month for the Standard plan per their pricing page. PDFtk is free and command-line based, good if you're comfortable with terminal commands.
Desktop software makes sense if you merge PDFs daily. For occasional use, browser tools are simpler. No installation, no subscription, works on any device.
The file order problem
Most merge tools let you reorder files before combining. This matters more than you'd think. I've seen people merge documents, realize the order was wrong, split them back apart, and re-merge. That's three operations instead of one.
Check the preview before merging. Drag thumbnails to reorder. Some tools auto-sort alphabetically, which breaks logical document flow if your files are named "contract_final_v2.pdf" and "contract_final_v3.pdf".
Does merging compress the PDFs
No. Merging concatenates the files. If you merge three 2MB PDFs, you get a 6MB result. The content doesn't recompress.
If you need a smaller file, compress first, then merge. Or merge first, then compress the result. Both work. I usually compress after merging because it's one operation instead of three.
Mobile merging
Browser-based tools work on phones. I've merged PDFs on an iPhone using Safari. It's slower than desktop because of limited memory, but it works for 3-4 files under 10MB each.
Server tools are faster on mobile because the processing happens remotely. Upload speed matters more than device performance.
What about password-protected PDFs
You can't merge password-protected PDFs without unlocking them first. Most tools will reject them or ask for the password.
If you need to merge protected files, unlock them first using the password, merge them, then re-apply password protection to the result if needed.
The metadata question
When you merge PDFs, the output file's metadata comes from the first input file. Title, author, creation date all copy from file one.
If you care about metadata, edit it after merging. Most PDF tools have a properties or metadata editor. Or use a browser tool that lets you set metadata during the merge.
Browser tools handle this differently. Some preserve all metadata from all files in the document structure. Others only keep the first file's metadata. Check the tool's documentation if this matters for your use case.
